Is a convenient store allowed to NOT pay overtime?

(In Louisiana) If you make over 40 hours .. aren't you supposed to get payed as if its an hour and a half? As in, if you make minimum wage, $7.25/hour, overtime would be like $10 and something. The manager told me that convenient stores don't pay overtime. How and why not?
