Is this a STAPH infection? Or just a sunburn?

First, the advice about not swimming in a chlorinated pool makes no sense. Chlorination kills bacteria, preventing infection. No one on the internet can tell what you have... it's hard to see through the phone lines. A staph infection would be bright red and distinctly warm to the touch. It would appear as a pimple or a boil and then become a lump beneath the skin. If you even suspect a staph infection, especially on your face, it would be worth having something check it out. (I spent 63 days in the hospital and nearly died from a staph infection).
