Could you help write a letter to an ambassador?

.I would like to write an official letter to His Excellency,Philipp Carter III,U.S.ambassador in C�te d'Ivoire.I own a piece of forest land in my region;and I would like to make use of it to breed flesh chicken in great quantity.I really need his technical and financial support to fulfill my project.So.I need your help to design that letter.Thanks so much for helping.
